The timing of the release of the discussion paper in late December suggests a wish to bury the topic, as so many people were on holiday or about to go, and most were preoccupied with Christmas/New Year activities. Effectively only two months was available for consultation.

      I think you should have actively sought comment from people who can be readily identified but aren't usually heard: these are the parents and families of young offenders, and the victims of young offenders. Far from having a punitive disposition, in my experience these people strongly support diversion, rehabilitation, education and restorative justice, rather than incarceration of young offenders.

      I suggest you extend the consultation period in order to include more targeted consultation.
