I'd like investigation of the extent to which these young people at risk come from single parent families. All the kids who stole the washing from our line several times and my kids bikes were.
If, as I suspect a disproportionately high share of these kids come from single parent families, then the primary task in addressing their emerging problems is to address the deficiencies of such a 'family' environment. Specifically, these kids energies and imaginations need to be effectively diverted into powerful wider interests. They should include links to sporting groups, off-road bicycle and motorcycle groups, art/craft/fashion, fishing, surfing, diving, etc. The kinds of things that families without resources (and fathers) find it hard to access.

Focus on chronic school deserters. Educate and assist ineffectual parents. Look closer at reasons for under-achievement at school.
