What broad strategies are needed to do to achieve the outcomes?

cocojack says A broad strategy would be to foster acceptance and forgiveness by victims and the community at large of those young offenders who are genuinely repentant. Repentance requires acknowledgement of the effect of your actions on others.
You should try to identify and include all people who have been victims of youth crime to comment.
You might say that this forum is for that purpose, but nobody used it until I turned up (22/03/12).
